Chen Guangcheng drew
international attention in 2005 to population planning abuses in Linyi city, Shandong province. Shandong authorities placed Chen under residential surveillance on September 6, 2005, and
arrested him on June 21, 2006. On August 24, the Yinan County People's Court
sentenced Chen to 4 years, 3 months in prison for "intentional destruction of property" and "gathering people to disturb traffic order." The appeals court ordered a
retrial; on December 1, the Yinan court
upheld the judgment. Authorities released Chen on September 9, 2010, and took him to his Dongshigu village home. Official harassment, surveillance, and abuse of the family continued, according to a video Chen and his wife
Yuan Weijing released (CAA,
9 Feb 11). Officials reportedly beat Chen and Yuan at least twice following the video's release (CAA,
27 Oct 11). Chen reportedly escaped illegal home confinement in April 2012, sheltered in the U.S. Embassy in Beijing until May 2, then received medical care at a Beijing hospital until May 19 when Chen left China for the U.S. with his wife and two children (NYT,
19 May 12).
